Yeah sure, I get all that. Was not making any particular argument in relation to this. Just making the point that Govt. will not necessarily see things exactly the same way and they do have the tool of regulation available to impose the above obligation if they believe there is substantive enough public interest criteria to be met. The Interim Report is quite explicitly pointing this out to industry, while at the same time expressing that they would be much happier seeing industry identify and pursue options that will result in the best outcomes to suitably balance the interests of all key groups involved.
