The document descibed by "Rugbyland" is indeed quite lengthy which befits the incredible care and consideration in its preparation. Not to mention the many people involved in selecting the wording, and then by some act of magic it is portrayed as a simple question of righting the wrong. To me it all sounds too much like a Trojan Horse!
