If labor ends up with 27 seats, the Governor, by convention, will ask the party that has the most seats to try to form a government and have that tested in the lower house when parliament convenes. So, in this case, Carpenter will have the opportunity first to try to form either a minority government or a coalition government.
Which ever scenario eventuates, there will be another election within 2 years, the excuse being to "provide stable government".
