Setting drum lines attracts the sharks to the area.
A kilometre or so off the beach is nothing to a shark.
Once a shark is hooked and starts thrashing around it will attract lots of other sharks to the area.

This is one of the stupidest ideas Ive seen for a while. This whole idea is just a politician trying to fulfil a ridiculous promise at all costs.

What a stupid idea.
