The GDXJ must buy any stock that is added to the MVIS Junior Gold Miners Index. The index has liquidity, market cap and exchange requirements. WAF will meet all three come the next rebalance in June (it didn't meet the liquidity requirement in March).
The discretion of the index provider is very limited if a stock meets all the requirements.
The weightings are also determined by relative market cap to the other components so they are in fact extremely particular. If WAF were added right now it would have a weighting of about 0.25% which based on Net Assets in the fund (US$3,7B) is US$9.25M or A$15M or 32M WAF Shares.
