"...doesn't want hand outs but equal parts collaboration, investment and most importantly seeing proper returns for Africans rather than having resources sucked out from under them".
It sounds noble and uplifting, but 90% of these governments are too weak and inept to even establish the necessary framework for such a system, let alone provide adequate security and investment guarantees. And providing "proper returns for Africans" belongs on the stand-up comedy circuit.
Zimbabwe and South Africa are examples of this great utopian paradise where the former country has gone from the bread basket to basket case of Africa, and the latter isn't far behind. If this is what a "proper return" for Africans looks like, I'd hate to see what it would look like if they were getting ripped off.
