IMHO Peter Bartter (of ex-Steggles chickens AUSTRALIA - and NOTHING to do with "Mother England" LOL...) is trying to pick this mess up (as he has the most to lose) and get it back on its feet.
The low price may reflect the current proposed placement of extra shares at 0.012. More people can buy in before the company takes off...
But hey, do your OWN reading. Try the link above. It's interesting. Oh, and check out the ex-director who is currently going through the courts for insider trading. Seems it's been an interesting ride for the Chicken King.
