I've come across this publication put together by Johannes Danielsson of the Swedish Embassy in Maputo, Mozambique entitled "Mineral Industry of Mozambique" published in August 2012.

Graphite is mentioned on pp 19-20 with specific mention of
Graphit Kropfmühland, the Anacube mine, SYR and TON.

The legal framework is mentioned in some detail along with surface taxes for exploration licences and mining concessions. MOZMET are you able to throw some light on the framework and taxes.

There is also a very good "Sources" section at the end of the paper.

Worth a read while we wait for the permits to be granted.
