I doubt management has the spare time to announce the list one by one. They've always had a style of doing everything in secrecy then only announce things when they have to or when it's really substantial. Plus, mining prototype is ONLY one of many irons in the fire. If they keep pumping out less substantial news, market might not take any notice to it after awhile.
But I guess you could take your theory but apply it to the development as a whole. ie, mining is one of item on their check list, once started, they announced. I'm sure they will have many other things (in other sectors) on their list and which I think they will then announce as it appears appropriate.
I doubt management has the spare time to announce the list one...
