Not sure how he can say it with such confidence... He literally has no control over the outcome of the permits.
He can hope they will be delivered under the departments self imposed timelines but if they have further questions, the back and forth just continues.
It will be great if they come soon, but to think that the MD has some sort of inside knowledge on the matter is incorrect.
He can only hope each submission is finally enough to satisfy the department.
