What do you base that on?
They don't need much to get phase 1 going. They have sales contracts already in place and deliveries scheduled.
They have more contracts they could monetise.
They could take a prepayment on an offtake.
They can access dept.
They have plenty of options and don't need to spend much to start booking new contracts.
