Actually, this is my theory also...
Think about it.. All those many tons of illegal rare earth are being currently consumed in 'dark pools' of industry who can not cite they source their rare earth from illegal miners/processors...
I would hooe that a new, legal, reliable source is rapidly absorbed by those not just who have expressed a previously agreed 'in principle' purchase, but also the other users who need to come out of the dark
