just to clarify that, my guess ;) is that the government body (whether here or overseas - more likely overseas) is waiting to make sure that the money is 'clean' and properly authorised.
It is no longer 'easy' to transfer a significant amount of money around the world.
From banking sources, 25 mill or thereabouts is not a significant amount of money - so perhaps a lot more than this is coming in as part of the arrangements.
