Like everything else during Rudd's dismal period in Office, it was a spur of the moment light bulb event, poorly designed and thought-out, which, in order to cover up the Federal Labor Government's dismal bottom line, it classified as an offline government expenditure item. And to really sink the boot in passed on this loaded gift to the incoming LNP Federal Government, which, in order to give it some semblance of fiscal viability, had no choice but to amend it.
A total Labor fiasco! But then Labor has never had any respect for the other peoples' money so why should I, or anyone, be surprised.
