He had no remorse because as you love pointing out, he had mental disorders. one specifically: aspergers. That's why he laughed and smiled in interviews when deaths and the number of casualties were brought up, not just 'no remorse.'
I'm not sure how this is supposed to make him less likely to be able to kill. It's an enabler.
