It's an interesting question. However, I was surprised when looking at the actual holdings....PM appears to hold <17% of PGF, and <9% of PAF, so while those holdings are material in their own right, any substantial uprising from retail holders would appear to be able to successfully counter-vote.
If there's any cross holding in PAF by PGF, it must be under 5%.
The independent directors of PAF will need to earn their fees with this one.....and act to the best interests of the coy.
