Currently 2 chips can be installed into a phone. 1. is a sim card this is an obvious requirement as it allows the phone to be used anywhere world wide by swapping the sim card to a local provider. the second is a memory card that allows you to increase storage on the device. Not all phones have the second one.
The Wangle chip isn't going to be something you can go down to the shops and buy and stick into a phone like a memory card. There's no slot for it and it just wouldn't interface right. It's a chip that goes on circuitry.
You are right about the supply agreement, however, I wouldn't call that easy lol. Also keep in mind most phone manufacturers are 2-3 models ahead of what are being released to consumers currently.
Gov't cant endorse one company over another it doesn't work like that to my knowledge and the other thing is that all your meta data is all ready collected by the phone companies anyway... They are all classed as carriers, which is why all the hoo ha about privacy and Wangle is a bit silly. Forget that they are a VPN in a privacy sense, they are a tool to allow you to save data and browse faster with exactly the same laws as you are already under when you are with Telstra or Optus or Vodaphone or whoever else. If you don't like those laws, I don't, we should've voted differently and made more noise about it a couple of years ago when they were passed.
