I'm open to correction, but as I understand it a US company (ie Apple) is classed as exporting the encryption code by making the app available for supply through its international app stores (in this case Australia/NZ).

Getting approval for that doesn't mean it can't be rejected for some other reason, but hopefully that's not the case. It seems that Apple like to take their time over and nitpick any apps that they see as interesting or potential competition - it took a number of weeks for them to approve a banking app that I was involved in that allowed payment through your phone, this was when Apple Pay was just starting up in the US. But it was approved eventually.
