Not exactly the case but I have similar experience. The government do have an R&D rebate scheme where 42c in each dollar pent on R&D can be claimed each year. It is a large part of our funding. There are other grants available for taking new inventions to market. However these both do require capital input which can be hard to find. This has been the problem for us. There are both State and Federal grants.
There are also government grants available through universities to assist with research but these also require some financial contribution.
