It seems to me that the alternatives you propose are between acting out of craven fear or acting from principle.
In fact you are a classic example of what terrorism aims to produce.
When the Brits stood alone, when all of Europe had caved in, against the terror and seeming invincibility of Nazi Germany in WW2 it ultimately prevailed. A good lesson for the cravenly fearful.
