There are 2 issues

1 subsistence
2 is grant of ELA ( Exploration Licences) precluded

answer to 1 is "yes" answer to 2 is "no"

Result(page 3 WAMW9):

"The subsistence of the Objectors( RIO)right of occupency does not as a matter of law preclude grant to the Applicants( CAZ)of the ELA's( Exploration Licences) applied for"

I don't have a legal background and english is my third language so please take my take on it in view of that light but I would think that it opens doors for CAZ.
