Couple of key points . My wording.. IMO
1. Item(22)Re; Forfeiture. Minister's decision will depend on whether failure to comply is of sufficient gravity to justify forfeiture. I cant see that's a issue.
2. Item(20)As previously stated ; it is the minister who determines whether or not to grant an exemption. See previous media statements regarding the importance of the lithium industry to WA.
3. Item (19) Consideration shall be given to the work done and the money spent by the holder.

Theres 72 pages and I havent read the lot. These key points stand out for me.
