I wouldn't necessisarily call it fair Robyn. It's the attempted redistribution of a countries cash/money/wealth to create a more harmonious society where everyone can afford to be relatively comfortable, eat, have decent shelter, clothing, educate their children so more of them can grow up to be good tax paying citizens instead of uneducated/unskilled dole bludgers.
Now you are unlikely to ever be rid of bludgers completely, but what you can do is try to minimise them by creating a society where the cost of having, raising and educating children encourages people to have them. Otherwise you be solely reliant on migration to maintain or grow a countries population and economic base.
Why would someone with sufficient or
more than sufficient income need or want a subsidy to do that?
