If bal is going the normal formula route then that in itself is going to be a big problem in getting the approval. I think that was one of the issue that andy chen outlined. The problem with bal is the fact that the SP had a lot of china hype priced in. Now that getting approval is very uncertain then the SP simply going down to meet the fair value without China factored in.
