If an "experts report" giving a "fair value" is issued before a reserve statement and PFS is released (and they should be released as soon as they are available in a takeover situation),then valuation will be a quantum lower than post ore statement and PFS.

Shareholders would have grounds to run a case of malfeasance against the BOD.
