how do warrant issuers make their money?

simple - they rely almost solely on the transaction fees they collect each time some misguided id!ot buys or sells.

It is a myth that warrant issuers have a view on the direction in which any particular stock they make a market in will move. They couldn't care less whether it's up or down - though it might be that that at a particular time a particular direction will compensate them better.

All this is easily seen, because the warrant price at any particular time is governed by the open market price and is adjusted accordingly. All the risk is taken by the 'usual suspects'.
