    Fine. Have it your way. Funny, the State is blameless, but Bush is to blame. There you go. I've got better things to do - so I must have obviously been caught out. Whatever. Question: Do you, for just a moment, think that Congress allows for automatic release of funding?

    This site really has not changed all that much in recent months.

    FEMA is funded up to certain budgetary limits. Beyond that, additional FEMA funding requires special approvals.
    And, to mobilise resources beyond those of FEMA requires more than a "so called" few phone calls. Even here, in Australia.

    FEMA's current year funding had already been stretched by previous disasters involving hurricanes striking in Florida and elsewhere, and by some disaster relief earlier in the year in (was it) California(?).

    So, blame the weather, and everything else on Bush. After all, he is an easy target for Federal incompetence, and State ineptitude. Is he not?
