The surplus wasn't actually spent. The budget moved from a $20 billion surplus to a $57 billion deficit, but this movement comprised a stimulus spend of about $22 billion per year in 08/09 and 09/10, and a revenue fall of about $55 billion from the peak of the boom. Had there been no stimulus package, there would still have been a significant deficit.
