I think the officers on the ground would have assessed the danger - i think you are right , given their no pursuit policy , this would also (ramming) have been deemed a danger to the public and poo pooed by command
Would like to think ramming this scumbag would have been an automatic reflex given the situation , prior experiences with driver inc stabbing , kidnapping , drug use and flight from prior pursuit
Maybe VicPol need to reassess all their pursuit policies and stop listening to pollies , lawyers and bleeding hearts because London to a brick the crims don't care about anyone

An inquiry into the Lindt Cafe siege in Sydney found that Police did not act earlier on "Monster" Monas, because they were told his human rights had to be considered.
Unless these PC leftie do gooders disappear there is no hope.
