Sorry, my first comment was early morning in Paris and had to get moving.
Simple fact is the Malaysian Govt. doesn't want to release the detail, and open it for debate, until they approve it.
LYC is a professional outfit IMO, and has been working on this for some time, so I would be extremely surprised if they have not dotted the eyes, etc.
The report will be released after it is approved according to the international review guidelines and that will leave the opposition with very little to complain about.
Pre-op looks better by the day and mid Nov. is my guess.
Commisioning to steady state looks the final hurdle.
