Lynas originally had the go ahead in February 2012. Plus 10 months make now. Why didn't Lynas assume it was in production and had the PDF sorted? Then it wouldn't be an issue.
Why understanding is we need a PDF regardless of commercialisation of the waste in case a worse case scenario, eg major quake, rendered the plant inoperable and waste had to be removed.
Pardon my frustration but LYC can be its own worse enemy. It needs to step up and really send the message home with actions. Name the alleged contracts for their products, which I doubt are anything more than speculative at this stage. And what's so hard about a PDF location? Is every country distancing themselves from us?
