How - jeez I don't know - maybe they looked at the records from around the world from countries that established a Met bureau before we did.
The UK Met office was established in 1854, USA weather bureau was established in 1890 and Finland jeez they've been going since 1838 so I don't know - maybe once they were established they began taking some weather readings.
What do you reckon?
