Not enough meat for a trading halt and the market has voted by marking the SP down. management must balance the news release with Trading halt - IMO Trading halt means something that will alter SP positive or negative. Everyone expects them to make application and in fact get approval or why would any USA investment company have taken the plunge.
this is exactly what management needs to guard against you can shout when its meaningful but cannot when its already a telegraphed move.
