Many stocks are priced on future value... expecting issues like this are resolved, considering all the other good news or opportunities the company presents. Lots of top stocks aren't making profit yet but share price keeps going up.
No different to stocks that rise in price at IPO... they haven't proven revenue or value yet beyond promises, but the SP reflects buying into those promises... rather than missing out and not be a holder if massive good news comes out left field... Or another example how some house auctions are bizarre with people bidding on a dilapidated house... you get the gist.
