In regard to who owns who, this is stated in attached press release - Under the terms of the deal, TSYS shareholders will receive 0.8101 Global Payments shares for each share of TSYS common stock. Global Payments shareholders will get 52% of the combined company while TSYS shareholders will own 48%. Arguably, more a merger then an aquisition.

In regard to the agreement with TSYS and their role, this is stated in the above / attached press release (underline key point): "The payment company’s partnership with TSYS will allow North American consumers to use their Mastercard to split payments into more manageable installments at the time of purchase."
How the relationships between Global Partners / TSYS / Mastercard and Splitit may knit together.
