    I would say it was because just 2 years ago we were faced with drinking recycled sewerage water being pumped up to wivenhoe, "they put the pipe in place" but when it finally rained heavy the focus was on filling the dam instead of keeping the dam for what it was built for and thats flooding mitigation.
