The Thompson dam was the last trace of any planning and it was envisaged that "Melbourne's water problems" are a thing of the past or words to that effect from Dick Hamer.
With successive Lib/Lab governments the accent has been to let development find its own course with little or no planning(except to levy as much as possible and ignore the need to look at infrastructure as required by the developments.
The obvious neglect has been in the provision of :-
A)Roads
B)Rail
C)Water
D)And probably sewerage and drainage
In the near future the cost of all these will show up in your utility bills or an escalation of rates /land taxes and surcharges
