It's criminal how much water goes down the drain, just waiting for the water to warm up. Almost 2 years ago I was in Toowoomba where restrictions were already in place. The place I was staying in - on the 1st floor, was a students' dorm and I'll swear the water took 5 minutes before any warm water flowed. What a waste. Unbelievable!!!
