Thats may be true but i think the problem here is LRC dont have current access to that.In Chile as i understand it you cannot just drill and use the water.You need to negotiate a water licence etc and these issues are costly and thats if there is ground water in the vicinity!
Blue sky is possible its just about joining the dots and crossing the i's.
