"A moratorium should prevent the issue of any new water licences for new developments in the southern Murray Darling Basin states until a review has been completed into the river system's ability to meet current demands, the peak body for Australia's fast-growing almond industry says."

Water licences are a key issue for SHV. At a minimum, it needs to control enough permanent water to ensure its trees survive drought. In more normal years, enough water rights for optimum production, which will change from year to year.
Water rights are a scarce and valuable asset as tangible as land title - of upstream watershed.
From the outside, we cannot know whether they are a genuine constraint on SHV plantation expansion or merely an aspect to be managed. Expect SHV to continually trade and enhance its water rights position as opportunity presents.
