Seems like a case of splitting hairs, but I believe the article is technically correct. CETO generates power unidirectionally, namely radial movement from the anchor point. Vertical heave generates the vast majority of the energy while horizontal surge contributes a small amount. The buoy is free to pivot around the anchor point without resistance which helps to minimize the stress on said anchor.

By comparison it looks like the author is claiming that this system actively extracts energy from the horizontal sway motion, though it is not clear how. I suspect there is (not shown) a buoy constrained to a circular path which drives the cranks called out at the bottom of the picture.

It is telling that no assertion of the output gained is made, and those pillars sitting above water look like prime targets for wayward boats.

The question ultimately is how much gain per buoy does this system offer for how much extra money.

I wonder how many of these little wave energy companies exist to patent and develop a particular facet of the tech with an aim to be bought out by a larger company.
