The report anticipates that tidal energy is poised to mature first, with the promise of providing predictable, lower-cost electricity and a standard design, but it says the future of wave power is uncertain because no clear technology leader has been established.
Its a report on a lot of what if's and but's based on there being no current wave technology in final testing. If CWE were closer to commercialisation, then the report would be a lot different in my opinion but they based it on information available now. Plus they cant make decisions based on wave tech still in testing.
This report done again in 5 years time more than likely will change dramatically.
