That's a good read on the situation I think luvapunt.
Something that I forgot to add re: environmental approvals in my previous posts... HB said that due to the quake DOC lost the report that they were publishing, their servers, and their backups. But (and HB was quick to point this out) none of their people, which is the important thing.
So that's where most of this delay comes from I think.
