Because if for whatever reason they couldn’t all participate(for almost any reason from no liquid cash to I just bought a new house ectand the raising fell flat on its face and the company went insolvent because of it, shareholders would be infinitely more upset than anything dilutionary. The company reserves the right to raise capital how it sees fit, the asx can and should only do so much
