Mining lease was approved end of 2011, thats what the site is referring to.
Since then IO price dropped, some replanning applied to reduce costs, which required further approvals to reduce costs.
One was the transhipping distance, now granted.
The other is the use of bulk storage facility, which has been apparently fast tracked (under state support section 49), but not yet received federal approval, even though we are now past the expected 3 month time frame expected.
