Yes agreed, not a shorter, generally not available to the average retail investor, a lot of stringent self-protection conditions (from the Regulators) apply before being eligible to execute actual short positions in the market. At the end of the day, a short is merely a sale position in the market (ie free and open about which there is a lot of promotion and such), and only succeeds when there are insufficient buy orders to offset.
