The 4-6 Million shares are being bought by the shorters from the index funds (who "don't care" about the price). The incentive to drive the price lower by the shorters is there until this happens eg willing to go 500k shares shorter to benefit from the 4-6 million they buy cheaper - is the concept.
That's teh theory and the incentive - but it is a market, and markets can be unpredictable - it's just these guys have slightly deeper pockets than me and most here I suspect.
