When you are targeting every device on the planet. Why not develop 22nm?
I am sure that given cea Leti have been working on 22nm since circa 2009, it will be relatively inexpensive compared to impact / attraction and potential revenue.
I agree development of discreet is where the main game is, but whilst we are on the field May as well have the best equipped reserves at the ready.
