I don't think that MUFG are going to borrow another 10mil in stock and slam the ask price should a ann come out stating contract/rev.

New players will be attracted to a rising share price soon enough to replace the fatigued ones. Assume management win back trust with a deal of any size and that will go a long way to rejuvenate sentiment too. These are very complex mechanisms full of noise and without some very juicy inside knowledge I think the only way to arbitrage the uncertainty is to leverage time. Or trade a position around the stock.

They buy up, lend to short sellers and collect fees from them.

It makes sense, particularly for big institutions. They can continue to buy more while the people they lend to are selling and keeping the SP level/down. They make good money in fees which helps to offset losses if the SP goes down and stays down. If the SP goes up, it's the short sellers which lose, the institutional lenders do well like the rest of the shareholders.
