Instos are hanging back waiting to see what the market with its imperfections will do next . Price of ARQ is cheap as is with BPT HDR AZA etc.,. Instos have alot of money that has to be placed and earning , so it is a matter of time before one moves in , and the rest will follow to get some of the cheap action ...... actually this is simple economic history.
